NEPA Process: Draft EIS

When the federal government determines that an EIS level analysis is required, then all agencies with permitting authority for the proposed project are encouraged to participate in a joint EIS process. When this process works well, the EIS serves as the decision document that all agencies look to as they write and then issue, or don’t issue, permits for the proposed project. Some projects, like those governed by DNR’s Large Mine Permitting Team include draft permits as a part of the Draft EIS so that all details can be fully examined in the EIS public participation process.
