The Council on Environmental Quality (CEQ) The CEQ was created by NEPA to develop environmental policy and oversee coordination of federal agency NEPA actions. Specifically, under U.S. Executive Order (E.O.) 11514 as amended by E.O. 11991, the CEQ has four specific responsibilities:

  1. Issue regulations and other guidance regarding NEPA
  2. Resolve lead agency disputes
  3. Mediate interagency disputes over environmental policy
  4. Provide training and advice to federal agencies regarding NEPA compliance.

One of its primary roles has been to encourage integration of the NEPA process with state and local procedures. CEQ regulations specifically encourage joint planning processes, joint environmental research, joint public hearings and joint environmental documents.
